From 2007 to 2012 he took an active part in charitable activities in the region to reduce literacy, educate children with disabilities and interact with municipal educational organizations.

Together with the Omsk regional organization “Center for the Development of Public Initiatives” and the “Young Guard” organization, he took part in the implementation of various projects in the field of education, law, history of his native land, etc.
 



For active participation in the work of volunteer movements in the Omsk region, the Russian Federation and cooperation with international volunteer associations under the auspices of the UN (United Nations Development Program), he was awarded the title “International UN Volunteer” in 2017.
In 2013, he graduated from the Siberian Law University with a degree in law (specialization in state and international law). During his studies, he was repeatedly a prize-winner and winner of regional student conferences, competitions, and humanitarian projects at the Ural State Pedagogical University, Omsk Economic Institute, Siberian Law University, and the Election Commission of the Omsk Region.

In the same year, he entered graduate school at the Siberian Law University, graduating in 2017. Dissertation topic: “Legal regulation of higher education in Russia” (the period from 1682 to 1917). Based on facts and documents, the author presented an updated idea of the organization of higher education in pre-revolutionary Russia and partly in European countries of that period.


Between 2015 and 2017 he studied at the Master's program at Omsk State University. F.M. Dostoevsky, majoring in International Economics. Dissertation topic: “Current trends in the international market of educational services.” The joint work of Igor Kiselev with Professor Yuri Dus was the result of the development of a system for sectoral division of the educational services market in the world.





Between 2013 and 2015 he taught legal disciplines at his native university. He worked as a chief specialist of the Omsk City Administration in the control department.
Between 2015 and 2018 he moved to Moscow and worked in various positions at the National Research Nuclear University MEPhI (legal consultant), Russian State University for the Humanities (teacher), Southern Federal University and Paris-Descartes University (expert consultant on academic mobility - remotely) .
In December 2018, he received an invitation to the Institute of Public and International Law, Administration and Education at the Sapienza University of Rome. He worked at the university in the direction of international academic mobility (region: Europe, Latin America). During the period of work, together with the Sorbonne University, the Complutense University of Madrid and the University of Lisbon, the European Organization of Higher Education was organized, the chairman of which is Igor Kiselev. The main task of the organization is to promote European higher education in the world.

Between 2019 and 2020 He completed short-term advanced training courses in the humanities (philosophy, history, management in higher education) at the universities of Edinburgh, Rome, London and Rotterdam.

In July 2020, due to the difficult sanitary and epidemiological situation in Italy, Igor Kiselev was forced to return to Moscow, where he continued his teaching and research activities.
In November 2022, the Union Organization for Higher Education and Careers was formed. The main task of the organization is to promote Eurasian higher education in the world.
